Emergency Housing Voucher (EHV) Program Announcement

The Housing Authority of the County of Santa Cruz operates an Emergency Housing Vouchers (EHV) Program, created by the federal government in 2021 during the COVID pandemic. When the program was created, the funding originally appropriated by Congress was anticipated by HUD to last through September 30, 2030. However, the funding is running out sooner than planned, due to program costs that were higher than expected. HUD has informed housing authorities that no additional funds will be provided, and that the program will end.  The White House and Congress are not currently proposing to provide additional funds to the Program. Unless additional funding is provided, EHV rental assistance will end in December 2026.

EHV-assisted households have all been sent an EHV Notice letter explaining the status of EHV program funding, and the efforts the Housing Authority is making to connect EHV households to other affordable housing programs. MTW Supplement for PHA Fiscal Year Beginning: 7/1/2025, Amendment to the Annual Submission

The Housing Authority of the County of Santa Cruz (HACSC) has prepared an Amendment to the Annual Submission for the Moving to Work (MTW) Supplement for PHA Fiscal Year Beginning: 7/1/2025 inclusive of a Safe Harbor Waiver and Agency Specific Waiver in accordance with all applicable Department of Housing and Urban Development (HUD) rules and regulations. The Amendment to the Annual Submission is available for review digitally at https://hacosantacruz.org/general-information/agency-plans/ or in person at the HACSC’s public lobby, located at 2160 41st Avenue, Capitola, California. Lobby hours of operation are 8:00 AM to 4:30 PM Monday through Thursday excluding published holidays.

HACSC invites written comments on the Amendment to the Annual Submission for the Moving to Work (MTW) Supplement for PHA Fiscal Year Beginning: 7/1/2025 inclusive of a Safe Harbor Waiver and an Agency Specific Waiver.  Please address your comments to the Housing Authority of the County of Santa Cruz, Annual Plan Comments, ATTN: Executive Director, 2160 41st Avenue, Capitola, CA 95010.

The deadline for written comments is 4:00 PM Tuesday, December 9, 2025.

There will be two public hearings: 

  1. An in-person General Public Hearing will be held at the HACSC Administrative Office, 2170 41st Avenue, Capitola, CA on Wednesday, December 10, 2025, at 11:00 AM, followed immediately by
  • An in-person MTW Safe Harbor Waiver and Agency Specific Waiver hearing will also be held at the HACSC Administrative Office, 2170 41st Avenue, Capitola, CA on Wednesday, December 10, 2025, at 11:30 AM or immediately upon conclusion of the General Public Hearing, as applicable.

La Autoridad de Vivienda del Condado de Santa Cruz (HACSC, por sus siglas en inglés) ha preparado una enmienda a la presentación anual para el suplemento del programa Moving to Work (MTW) correspondiente al año fiscal de la PHA que comienza el 1 de julio de 2025, que incluye una exención de salvaguarda (Safe Harbor Waiver) y una exención especifica de la agencia, conforme a todas las reglas y regulaciones aplicables del Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos (HUD). La enmienda a la presentación anual está disponible para revisión en formato digital en https://hacosantacruz.org/general-information/agency-plans/ o en persona en el vestíbulo público de la HACSC, ubicado en 2160 41st Avenue, Capitola, California. El horario de atención del vestíbulo es de 8:00 a.m. a 4:30 p.m., de lunes a jueves, excepto los días feriados oficiales.

La HACSC invita al público a presentar comentarios por escrito sobre la enmienda a la presentación anual para el suplemento MTW del año fiscal que comienza el 1 de julio de 2025, incluyendo la exención de salvaguarda y una exención especifica de la agencia.
